Lobby group says Transport Agency spend 'over the top'

Silvia Zuur, the coordinator of transport lobby group, the Smart Transport Network, says the millions of dollars spent by the Transport Agency on public relations and consultation shows the fight by small communities against roading projects is a David vs Goliath battle.
