Failures and fundraising show Defence is underfunded

One of the Navy's newest vessels has been forced to return to port just hours into its first international deployment. HMNZS Otago was just hours out of Auckland on a planned three-week surveillance and diplomacy trip to the South Pacific when a crippling equipment failure forced it to return to Devonport.
