DOC introduces new restrictions for Hector's dolphin viewing

The Department of Conservation has introduced rules limiting Hector's dolphin viewing and swimming trips, after research showed vessel activity can disturb the animals' behaviour. Black Cat Cruises chief executive Paul Milligan spoke to Ingrid Hipkiss.
