Wellington City Council is proceeding with a major road upgrade on Thorndon Quay after councillors voted down a petition to pause and review the plans. The petition was signed by more than nineteen-hundred locals, mostly business people who depend on the free flow of traffic for customers. Wellington City Councillor Tim Brown voted against pausing works. He spoke to Ingrid Hipikiss.
