Civil Contractors New Zealand say changes to the Accredited Employer Work Visa Scheme will hinder work to improve infrastructure across the country.
Immigration Minister Erica Stanford announced the changes on Sunday, which look to safeguard migrants from being exploited.
The measures include the introduction of an English language requirement for migrants applying for low-skilled jobs and a shorter continuous stay.
