Labour's leader Chris Hipkins says people with disabilities are paying the price for what he terms the coalition government's fiscal incompetence.
Whaikaha - the Ministry of Disabled People - has narrowed the rules for accessing financial support.
The changes mean money is only available to cover wages for carers, not their travel or accommodation.
