The 24-year-old man who killed two civilians and injured at least six other people with a shotgun, including two police officers, had been convicted for domestic abuse earlier in the year and was wearing an electronic ankle bracelet.
The gunman was working at the building site in the CBD where he opened fire on workers and the police.
