The Government's Budget promise of cheap public transport for five to 24-year-olds has hit a major snag with some of the biggest councils still figuring out a system for checking a passenger's age.
The scheme kicks in from July 1 when half price public transport for everyone ends.
But Wellington won't be ready to implement it, and it's still unclear if other regions including Auckland will make the deadline either.
