New Zealand is the only country in the world besides Kazakhstan that allows fossil fuel emitters to offset 100 percent of their greenhouse gas emissions.
That's the finding of Beef and Lamb New Zealand, which says uncapped policies undermine the country meeting its emissions reduction targets, with significant consequences for rural communities.
Beef and Lamb NZ Chief Executive Sam McIvor says the emissions trading scheme needs to be fixed as a matter of urgency.
