Mayors on both sides of the Three Waters debate are anxious to see what the government's promised reset will look like when it is announced on Thursday morning.
Prime Minister Chris Hipkins and Local Government Minister Kieran McAnulty will unveil the updated strategy, having taken on feedback from local councils.
The initial plan included the transfer of local water control to four new mega entities.
