People who have attended the popular Halloween event in Seoul, South Korea say it has been getting increasingly dangerous for years.
At least 153 people have died and more than 80 were seriously hurt at the weekend after huge crowds gathered.
Up to 19 foreigners are among the dead including an Australian, and citizens of China, Iran, Uzbekisan and Norway.
