A primary school accused of badly handling complaints of sexual behaviour and bullying among its pupils, has a history of ignoring or minimising bullying complaints stretching back nearly a decade.
RNZ can reveal investigations done by the school's board identified bullying as a problem in 2013, and again in 2018.
Here's investigative reporter Anusha Bradley.
The school declined to be interviewed and did not respond to RNZ's questions.
In a statement, the new board chair said a commissioner previously appointed at the school had worked to ensure the 2018 report was adequately considered and that all policies, systems and processes were fit for the purpose.
