The 51st Pacific Island Forum will formally open this afternooon with Kiribati notably absent after withdrawing over the dispute about Micronesia's role.
The "no- show" has dashed the Forum's chances of coming up with a united strategy to tackle climate change which is top of the agenda for these talks.
