The Pacific Islands Forum begins today and it's already off to a rocky start.
Kiribati - a country in Micronesia - has pulled out at the last minute - re-exposing a rift over the leadership of the Forum.
This week marks the first chance for Pacific leaders to discuss the security agreement signed by Solomon Islands and China.
