Consumer New Zealand is backing the Government's plan to appoint a Grocery Commissioner.
Its chief executive, Jon Duffy, said it showed supermarkets they couldn't keep making super profits at the expense of struggling consumers.
But, he also warned it will depend what powers the regulator gets.
He spoke to Morning Report.
