A woman, who moved between numerous foster-care homes says the then Social Welfare Department was a faceless agency that didn't take responsibility for those in its care.
Forty-nine-year-old , Ms E.D moved between 36 different families between the ages of 18 months and 18 years.
She's given evidence to the inquiry into abuse in care.
