A proposal to negotiate a unified pay agreement between public sector unions and the Government is on the table.
The plan would cover workers including nurses, doctors, teachers, public servants, and health workers.
It would enable unions affiliated to the Council of Trade Unions in the public sector to together negotiate a sector-wide pay rise.
