Maori co-governance is shaping up as a political wedge between various parties as they position themselves ahead of next year's election.
Victoria University political scientist Dr Jack Vowles thinks that part of the reason parties can waltz around the expression is because it isn't easy to understand in the first place, or at least it can be taken to mean whatever people want.
