The National Party says the Government should consider re-claiming and redistributing some of the money it's paid out from the $290 million Strategic Tourism Asset Protection Programme.
Auditor-General John Ryan has found a lack of transparency in the way the money was allocated.
He said the criteria under which firms could apply was unclear and not all applicants went though the same assessment process.
The party's tourism spokesperson Todd McClay said the Government must consider making amends.
