A working group commissioned to report back on the Government's controversial three waters reforms has proposed a public shareholding model.
The reports makes 47 recommendations that address council fears over assets being transferred to four publicly owned entities.
One of the working group's key members, Western Bay of Plenty Mayor Gary Webber, spoke to Susie Ferguson.
