The Russian Defence Ministry has pulled back some of its troops from the border with Ukraine.
Russia's president Vladimir Putin and and German chancellor Olaf Scholz met in Moscow to discuss the situation.
Putin says he has remaining concerns for Ukraine's desire to join NATO.
