Officials are pulling back from bold new standards to make houses warmer, because of the stresses on the supply chain.
The Ministry of Business, Innovation and Employment will announce new insulation standards in the Building Code at the end of the month.
While the changes are expected to go part of the way to improving roofing and flooring standards, they're unlikely to go as far as architects and environmentalists want them to.
