Mayors around the country are describing their shock and dismay as they face being forced into the 3 Waters model by legislation.
The reforms will transfer the management of water assets from the hands of local councils into four large water entities - with the aim of providing better water services nationally, at lower cost.
Opposition parties call it theft and say they'd scrap 3 Waters and return the assets to local councils.
