From Morning Report, 8:36 am on 28 September 2021

Organisers of one the biggest summer festivals won't hold the event unless it can operate under level one rules.

Rhythm and Vines near Gisborne is currently set to take place across the last three days of 2021.

While Prime Minister Jacinda Ardern says she expects a normal summer of events, Rhythm and Vine Co-founder Hamish Pinkham says a final decision on his festival is yet to be made.

Pinkham says he is watching closely to see if vaccine passports will be needed for people to attend the festival.

Events consultant Andrew Tuck is also watching closely.

He spoke to Susie Ferguson.
