Hauraki district mayor Toby Adams told Morning Report it's frustrating to not have the information that locals need.
A special lockdown has been put in place in the area after a remand prisoner who travelled there was found to have Covid-19.
Adams told Morning Report there was not clarity around what the lockdown meant and where its boundaries were after it was announced on Monday.
He said he would have appreciated a heads-up about the move.
He's hoping that everyone will do the right thing and that the outbreak can be limited to three cases.
Some 200 Covid-19 tests taken in the Hauraki district have come back negative overnight.
