There have been at least eight breaches of Covid-19 infection prevention protocols at quarantine facilities since the latest community outbreak began.
They include two quarantine staff members not wearing masks properly.
The joint head of managed isolation and quarantine, Brigadier Rose King, says an educational approach is taken with people who have breached the rules.
