Victoria entered a five-day snap lockdown from midnight, and in Sydney it's another two weeks.
New South Wales Premier, Gladys Berejiklian, says too many people are wandering around in the community while infectious with Covid-19.
She says unless that number is zero, or as close to zero as possible, Sydney cannot come out of lockdown.
