The Department of Internal Affairs admits it had to let pokie machine operators break department rules for almost 20 years, because its own regulations contradicted the law.
Emails released to RNZ show DIA staff discussing the "illegal" arrangement, which was only made acceptable in Covid-19 response reforms.
Operators say they had raised the issue with the department many times, but it was never a priority.
