The chief executive of the Association of Social Workers says people are too scared to speak out about abuses within Oranga Tamariki.
A video leaked by a whistleblower showing a young person in the ministry's care being surrounded by staff, tackled, restrained and held in a headlock has sparked widespread condemnation.
The association's Braden Clark says there needs to be an independent body where workers can report concerns.
