Wellington Mayor Andy Foster has been told to make a written apology after being found trying to influence a councillor's vote on the future of land at Shelly Bay.
An investigation into the confidential meeting between the Mayor and Councillor Jenny Condie found it breached the Code of Conduct.
While he has been asked to apologise to those affected, the Council stopped short of censuring him.
