Health officials have been asked to investigate pre-departure testing after another 11 people tested positive for the virus in managed isolation yesterday.
Reports say travellers are being offered "fake negative" test certificates.
Lauren Ruxton who has lived in London for eight years is looking to move home in August.
She told RNZ reporter Sally Murphy some people are paying up to $1000 for their pre-departure Covid-19 test.
