Employers and unions are in talks with the business Ministry (MBIE) to work out how to manage border workers who refuse a Covid-19 vaccine.
More than a month into its rollout, 28 have - so far - refused to be inoculated.
The Ministry of Health says the workers who have refused the jab will continue to be offered it but the final decision to get immunised rests with the individual.
