Only one white supremacist has been designated as a terrorist in New Zealand, two years on from the Christchurch mosque attacks.
The terrorist responsible for the mass shooting was added to the list by the Prime Minister last year.
RNZ has been told officials are looking at New Zealand's current definition of terrorism which could lead to many more being added to the terror list.
