The pitiable state of Wellington's water infrastructure is promising to hit the city's ratepayers hard.
Mayor Andy Foster has released a sketch of his long-term plan to deal with the problems the city faces.
He says the hike might not be as high as the 23 percent increase that made headlines in November, but property owners should still expect a stiff bump in their rates bill.
