Transport officials have warned the government the Auckland Light Rail project is too big and too complex for any public agency to deliver.
RNZ has reported this morning that cabinet ministers want the transport link to be overseen by a government organisation.
But officials say that for that to happen, a brand new organisation might need to be established.
