Residents in Carterton are paying the highest average rates of anyone in the country, while rates in Central Otago are the lowest.
A report by the Taxpayers' Union and Auckland Ratepayers' Alliance has ranked councils on measures such as residential rates, staffing costs and council liabilities.
It found average residential rates in Carterton were more than $3400, while rates in Central Otago were under $1500.
