Families of people who died in the Whakaari/White Island eruption say it has been a battle to get grief counselling following the tragedy.
The government is promising to roll out greater mental health support at primary care level, but admits it hasn't yet reached the Bay of Plenty.
Counsellors have been offering their services for free as the first anniversary approaches this Wednesday.
