A campaign to vaccinate hundreds of thousands of young people who make the country vulnerable to another measles outbreak has managed to immunise just 4000.
Around 300,000 people aged between 15 and 30 need to be immunised to help prevent another outbreak like the one that hit the country last year.
Since a high profile roll-out in July, only about 4000 have had the jab.
