Napier City Council has announced a review into the response to the floods that crippled the city this month.

The one-in-250 year torrential rain that battered Napier left behind more than 50 uninhabitable houses and a clean-up that is ongoing.

Hawke's Bay's civil defence controller Ian Macdonald told the region's mayors on Monday that the deluge was far worse than had been forecast, putting the initial response on the back foot.
