Government called out for not transforming justice system

The government is being called out for not delivering on its promise to transform a justice and corrections system that is failing Māori. 

Right now Māori make up around 16 percent of the population - but account for more than half of prisoners and the reoffending rate for Māori is nearly 50 percent. 

Last year the government launched Hōkai Rangi - a long-term strategy rooted in Māori values, which aims to drastically reduce the over-representation of Maori in prison.

But at the end of their term has the government made much progress? And what tangible changes has there been in the prison system?
