A maritime lawyer says it could be argued that foreign yachts with electronic tracking, should be allowed into New Zealand.
Hundreds denied entry because of the border closure have tried convincing authorities they pose no threat because of the time it takes to sail here.
But the Ministry of Health won't budge.
