Tenants are bracing themselves for a hike in living costs when a freeze on rent-increases comes to an end next week.
The Commerce Commission says property investors have been discussing raising rents en masse.
This, the commission says, could be construed as cartel like behavior and warning letters have been sent to representatives in the industry.
