Parents are struggling to collect their newborn babies born to surrogates overseas amid pandemic lockdowns and border restrictions.
While the Family Court has stepped in to help, there are still devastated families trapped in place by Covid-19.
It comes as the Law Commission will start looking at surrogacy laws.
