Since our borders shut there have been over 28,000 applications for a border exemption, close to 5000 have been approved but just half over those have have arrived here.
It's largely because people have been unable to get here because of the flight-freeze, many are becoming desperate.
In South Africa alone there are over 200 people living in limbo trying to get to family they already have in New Zealand.
