The Ministry of Health is developing a faster approval process for vaccines in readiness to roll out any Covid-19 immunisation programme.
That could mean a drug company being granted indemnity from any claims arising from the use of any vaccine.
A similar protection was offered by the Labour government in 2007 when Bird flu was the global threat.
