The former head of the Ministry of Social Development was paid $400 an hour to help with the early response to the Covid-19 pandemic.
The government has released a list of 28 contractors it used as it got to grips with coronavirus.
It includes marketing and communications teams, policy advisors and the man picked to lead the All of Government response.
