Many early childhood centres are struggling to survive because thousands of children are staying away.
The Early Childhood Council says about 20 percent of under-fives, about 40,000 children have not returned to early learning since the lockdown ended.
With fewer enrolments, centres get less income and some have too few children to be sustainable.
