A witness to the latest border bungle says the absconder just walked out a through a gap in the fence, apparently unfazed that he could be caught.
The government's now undertaking a rapid review to stop more isolation breaches.
An eyewitness, Drew, was walking in the cordoned off area, and thought it was a staff member who left, so didn't think anything of it.
He told RNZ reporter Jordan Bond he only realised something was up later when the police arrived and he and his partner were asked to give statements.
