Confusion over the voting in the abortion reform bill has seen MPs vote out safe zones around abortion facilities.
ACT leader David Seymour's proposal to scrap them was voted for in two parts.
The first was narrowly voted down 59 votes to 56. But when a vote was called for on a second part, it went through on a verbal vote only, taking MPs by surprise.
