The Prime Minister's determination to keep RNZ Concert radio on FM isn't enough to stop the country's big orchestras from pushing ahead with legal action to save the station.
Jacinda Ardern has announced that an alternative plan is being drawn up in a Cabinet paper that will be presented to ministers.
But those planning legal action say it doesn't go far enough.
